Answer: It's a (temporary) Thai citizen card. My friend lost hers around mid of July 2010 and she went to district office and found out that her new citizen card is now 10 times bigger than what it used to be. Why? It is because Thailand runs out of smart card for making our necessary, ordinary citizen card since April 2010 (from what I've googled) up until now (December 2010 or 8 months later) there's still no sign of availability from government nor related administrative offices. Perhaps they still can't put up on final agreements between suppliers? It's the big money, so, who knows.
Meanwhile, every Thai who apply for the new citizen card during this period needs to keep this temporary card at all time, no one knows until when.
